OK, the question: “Why are the Liberals and Democrats whining so much about the President and his policies?”
Let’s see, in my own words, “Does ‘accountability’ mean anything to you?”
From Webster’s web page:

Function: noun
Date: 1794
: the quality or state of being accountable; especially : an obligation or willingness to accept responsibility or to account for one's actions <public officials lacking accountability>
Funny, Websters used ‘public officials’ as its example of a group lacking accountability.
Maybe the whining comes from George W. being held accountable for his words and actions. For example, when George W. says education would be "my top priority."(1) and then goes on to take the action targeting education funding for its lowest increase in seven years (2) there’s a credibility gap.
When he uses arguments like "Facing clear evidence of peril, we cannot wait for the final proof -- the smoking gun -- that could come in the form of a mushroom cloud."; "We know that the regime has produced thousands of tons of chemical agents, including mustard gas, sarin nerve gas, VX nerve gas."(3) and then a $300 million search by 1,200 U. S.-led inspectors, headed by David Kay, turns up no new evidence that Saddam possessed weapons of mass destruction (4) after the first Gulf War, again there’s a credibility issue.
And it’s not just an isolated occurrence; time and time again George W. or senior administration officials are getting caught by people who are paying attention to what they say and then observing their actions and noting the discrepancies. You could call this whining, but I’d call it accountability.
